So, Bolton is a reformer in the same way that the Blitzkrieg was an urban redevelopment project.

Isn't this the guy who used to do those Quaker Oats commercials?
So, Bush is ramrodding through the appointment of John Bolton
to the U.N. by using a recess appointment. Bush likes him because
of his views on UN reform, says Bush, "This post is too important to
leave vacant any longer, especially during a war and a vital debate
about U.N. reform." So, what exactly are Bolton's views on UN
reform? Here are a couple of telling quotes, "There is no such thing as the United Nations.
There is only the international community, which can only be led by the
only remaining superpower, which is the United States.” and
“If the UN Secretariat building in New York lost ten storeys, it wouldn
’t make a bit of difference.” (http://www.timesonline.co.uk/article/0,,1 1069-1515816,00.html)
